Licensing Act 2003 Policy
The Licensing Act 2003 requires the Borough Council to have a formal statement of licensing policy, which should be taken into account when making and determining applications.

Introduction
The Licensing Act 2003 came into force in part on the "first appointed day", 7th February 2005, when the council started processing both premises and personal licence applications under the new system. The legislation came into full force on 24th November 2005 and radically changes to previous systems for licensing sales of alcohol and the provision of regulated entertainment and late night refreshment.

Statement of Licensing Policy
The Borough Council's Statement of Licensing Policy, originally published with effect from 7th January 2005, explains how the Licensing Authority will exercise its licensing functions under the new Act. It was revised and renewed with effect from 8th January 2008 and is available to download via the link to the right.
Licensing Objectives
Central to the Licensing Policy Statement is the promotion of the four key licensing objectives, as set out in section 4 to the Act, which are:
the prevention of crime and disorder
public safety
prevention of public nuisance, and
the protection of children from harm
In carrying out its licensing functions, the Council is obliged to have regard to these objectives, its statement of licensing policy and the guidance issued by the Department for Culture, Media and Sport under section 182 of the Act.
Duration and Review
The Statement of Licensing Policy will remain in place for a three-year period, but may be reviewed and modified during this period.
